In Conversation with Frank Sauer: Security Situation, Resilience and Future Technologies

Frank Sauer is one of the most distinguished experts on security and defence policy in Germany. He researches at the University of the Federal Armed Forces in Munich and is known for his precise analyses of international conflicts, disinformation and military technology, among other things. In an interview with us, he provides insights into the current security policy situation and explains what is important now.

From law studies to security research
After a brief detour into law, Sauer took a diversion into political science. The terrorist attacks of 11 September 2001 were a turning point for him. They showed how strongly security policy issues characterise the global order and made them his professional focus.

Russia, Ukraine and the imperial agenda
The threat posed by Russia is a central topic of our dialogue. Sauer speaks openly about the dangers emanating from the Kremlin. ‘Russia is pursuing an imperial agenda,’ he says. The outcome of the war in Ukraine is decisive for the European security order - but at the same time it is almost impossible to predict.

Climate crisis as a security policy challenge
In addition to traditional threats, Sauer also focusses on new areas of risk - such as the security policy consequences of the climate crisis. Extreme weather, the distribution of resources and the geopolitical dimension of the energy transition are topics that will be more prominent in the security debate in future.

Disinformation, sabotage - and the correct use of terms
It is becoming increasingly common to read that we are already at war with Russia. Sauer disagrees with this view. It is true that Russia is hostile and is deliberately acting below the threshold of war - for example through disinformation and sabotage. But: ‘We must not water down the concept of war,’ he emphasises. Instead of vague formulations such as ‘hybrid war’, he pleads for precision: things should be clearly labelled for what they are.

What is needed: resilience, intelligence - and technological expertise
His talks are currently focussing on the consequences of the war in Ukraine, but also on the use of artificial intelligence and robotics in a military context. In his opinion, we are facing the biggest security crisis in decades. Nevertheless, Sauer also sees reason for hope - for example in the growing willingness to take a differentiated approach to these issues.
