Dennis-Kenji Kipker focuses on the strategic challenges of digital transformation. As a law scholar and computer scientist, he links technological developments with legal, economic and geopolitical issues, and advises companies and government institutions on matters of cyber security and digital resilience. Dennis-Kenji Kipker studied law and computer science. In 2017, Dennis Kipker was a Visiting Research Fellow at Waseda University in Tokyo, and in 2018 he was an official visiting scholar at the University of California (UCLA) in Los Angeles. Since 2021, he has been an honorary professor at Bremen University of Applied Sciences in the field of IT security law. As scientific director and founder of the cyberintelligence.institute, he conducts research at the interface between law and technology in the fields of cyber security, corporate strategy and digital resilience in the context of global crises. A particular focus of his research is Chinese and US IT law. In this capacity, Prof. Dr Dennis-Kenji Kipker advises the German Federal Government, the European Commission and companies worldwide, where he holds various positions, including on supervisory boards. On a voluntary basis, Dennis Kipker is involved with the World Justice Project in the USA and serves on the Advisory Board of the African Centre for Cyberlaw & Cybercrime Prevention (ACCP) at Nelson Mandela University in South Africa. In 2025, Professor Kipker was included in Capital’s ‘Top 40 under 40’ list, which honours individuals whose professional work is regarded as particularly influential and forward-looking. He also regularly publishes articles on digital topics as a columnist, including for the Wissenskolumne of ZDF, the Tagesspiegel, Focus Online and Wirtschaftswoche. In his keynotes, Dennis-Kenji Kipker highlights the implications of artificial intelligence, quantum computing and digital sovereignty for business, politics and society. He explains why cyber security today goes far beyond the protection of IT systems and has become a strategic management priority.
